clearly ill on multiple levels

Mentally ill, and now it seems quite physically ill...Oreo is a silkie, only a year old. She's never been the sharpest knife in the box but now I think something's seriously wrong with her. Like she's really lethargic, just sits around the coop and doesn't do anything. And a complete lack of intelligence on top of that. She will spazz out, peck at nothing, can't climb up or down ramps or fly, and sometimes acts like she has no depth perception. she will eat and drink and preen but ignores treats you hold in front of her face. She also has really bugged out eyes if that makes any difference, it looks kind of concerning. Today I also noticed some small bubbles in one eye, which we have had a history of respiratory issues (probably either MG or coryza) in our flock but we were never able to get any necropsies. She's been like this for a few months but we always just assumed she was incredibly dumb. We've tried giving tylan50 orally on our other birds before but it never did anything; they either got better on their own after a while or they passed away with no sign of recovery. Any suggestions? Did the stupidity cause illness or the other way round? Does she have wacky eyesight? Brain damage? Is she even a dumb bird at all?

How long has she been acting dumb? If she had been acting like this throughout her whole life, she might just be dumb from her genetics. One of my ducks acts like this too but it's because he has an afro, which makes him like autistic. And with her lack of depth perception, she might just be slightly blind.
