Cockeral Or Pullet?

Hi,

I've got two Leghorns and one of them has developed a rather large comb, she/he started growing it at about 12 weeks old and now it's week 18 but the odd thing is that she/he doesn't have any sickle feathers or any sort of rooster-like feathers. Usually, I have been able to successfully sex my birds but this one appears to be a bit tricky. The other leghorn's comb is not nearly the same size but her tail feathers are identical. Any help would be greatly appreciated thanks. If you need pictures i can send some :)
 
Looking at the cloaca isn't going to tell you gender. It can perhaps be used in conjunction with pubic bone width to determine which hens lay well, but certainly not in young birds like this :) Pictures are need

Oops i mean the two bones below the cloaca.... are they the pubic bones?
