Cockerel attacking hens

I have a 2 and a half month old cockerel that keeps jumping on certain pullets I have. He jumps on them and bites the tops of thier heads. Is this normal? Should I being stopping him from doing this?

Normal, but not always pleasant for any being involved or observing.
Don't stop him but if he is getting too rowdy(pinning them down or chasing them incessantly) or hurting the pullets, you might need to remove him, to another enclosure or another home or the freezer.

Now when you need to decide..... do you want a male bird in your flock?

Thank you all for your advice. I will keep an eye on him. So far he has just been jumping on them and biting, no pinning or drawing blood.
