Cockerel or just a butt of a hen?

Help! My 2 month old chicken isn't crowing or laying yet, but I can't keep it in my town if it crows. Can you help me determine the gender? It is the bully out of my four chickens so I want to regime it soon if it's not a girl.

What are you all basing your conclusion on? Barred rock hens can have large red combs too which is why I'm hesitating.
 
Different breed I know, but Pullets CCXs have larger Combs as well. This is Penny in back, girly girl, and HeiHei a He who Roo.
Notice the Combe fines.

It’s a cockerel.at only 8 weeks that’s a huge comb and wattles. Pullets don’t get that until they’re ready to lay, at about 20 weeks old. Additionally, he’s very light colored, rather than the darker pullets.
