Okay everyone here is an update. She is 4 months old now and I’m positive she’s a girl BUT my father in law swears up and down he is hearing her crow. I haven’t heard it myself and quite frankly I don’t believe it because she looks so much like a girl to me! The rose comb has reddened more but is still pretty flat and seems to be more orangey rather than a deep red, some wattles have come in finally, and I don’t see any pointy saddle feathers they all look very round to me, plus she just carries herself like a girl she’s not dominant whatsoever. Any opinions?! Do pullets ever try to crow?!

It's very rare, but sometimes pullets do crow.

I was very suspicious when I first saw her as a young chick, I thought the neck feathers looked a bit roosterish back then. But now I can definitely see you have a hen! She's very lovely looking too.
It is possible to get a hen that crows, just rare
 
Pullets nearing laying age can be quite vocal. It's possible some of her vocalizations are being mistaken for attempts at crowing.
 
Check out Tiny.... what do you guys think, roo? He’s at least 4 months old. He’s so funny. Runs around, jumps to catch flies, walks around my legs...
