I have some black rosecombs and silver seabright chicks and a few of each are developing a straight regular comb. Is this normal or did I get crappy quality eggs?

Give them a while, how old are they?...Better yet a pic would be best to look at...But your right is its not rose then your got ahold of some mixed eggs. According to Standards they are to only have rose combs.

happens sometimes as single comb is hidden by rose... in your case the breeders will be PpRr.. which after reshuffling gives you rrpp (single combs) chicks..
