I recently got into raising quail and most of my quail have a shaky (goes up and down) throat and I don't know if that is normal or not.

I just realized this has nothing to do with the title, sorry

Do you mean the birds are panting? Open beak and breathing quickly? Otherwise I have no clue what you mean by the throat going up and down..
 
If they are panting, they are hot - either due to the weather or because they have been stressed by something. It is 'normal', but you should do what you can to reduce the temp so they don't end up getting heat stroke - add shade, make sure there is good ventilation, put a fan on the enclosure, give them a frozen water bottle or similar.
 
do they do this "talking" silently or can the human ear hear it?
I think they kind of clucked quietly.
Also my girls panted a lot in the first week they started laying. It was hot and no doubt egg labour is not fun for a young bird. I put a frozen bottle on the shady side of their aviary and they would lean on it occasionally throughout the hot part of the day.
