Is there anyway we can reduce those average ages,, without risking involuntary confinement or hefty fines?

Hawks will return to the same kill so it is possible to put something on the remains of your chicken that will give yea-old-Coopers-hawk a belly ache. I am sure that this is no more painful for the Coopers hawk than it is for your chicken being eaten alive while a hawk twists its talons in your hens guts.
 
Don't blame a predator for doing what it's programmed to. The hawk doesn't understand the pain it causes, it's a hawk. Just because it's a predator does not give you the right to condemn it to a painful death.
Poisoning anything is bad for the local ecosystem, and, again, illegal in this case. Very illegal.
If you live where there are hawks, keep your chickens inaccessible to said hawks. If you don't keep them inaccessible, resign yourself to losing some.

Or when necessary protect their animals. This is the 'Predators and Pests' forum - purportedly a no judgement zone. I got rid of my birds because of constant losses to Cooper's hawks. Others have a different solution.
