Actually vertically challenged folks are best for the world, our "footprint" is much smaller.
Smaller footprint, that’s priceless! I do have a few vegetable gardens, fruit trees and of course chickens. So that is my “Wee Farm.” I have a medium size red garden tractor as well. A Wee Farmer’s got to have a Wee Tractor.
 
My guess is they are trying to be in line with the CDC guidelines which have a provision for those not able to wear masks.

you know you're vertically challenged when everything you want in the grocery store is at the top shelf! And you can't ask a stranger for help and socially distance

I'm not a conspiracy theorist but it begs to wonder why the CDC is suddenly bypassed during the worst pandemic of our lifetime. They have been tracking disease in the US and globally since the 1940s.

We finally got a little bit of rain last night! Whew it's been so hot and icky that my rashes have rashes. :sick Unfortunately the storm system is really irritating the corns and bunions on my big toes. How about you? How's the weather where you are??
Hot and Humid here in the Heart of Dixie!

Maybe a mask would help those bunions?
 
I don't understand what medical issue would prevent someone from wearing a mask?! And still be able to go to a store?!
Makes no sense to me at all!

One medical issue that I have posted about is some people's respiratory system does not handle too much CO2. Hypercapnia is the medical issue.

As a college athlete, I was diagnosed having Hypercapnia.

That would be one condition.
