If you mean thaw, slice, then dry, probably not. The softer cells/structures tend to break down from being frozen. But if you mean thaw, then cooked into whatever....marinara, stewed tomatoes, sauces, etc...then dry- Yes! Been doing it for years.
My old place did not have A/C and canning or drying during the height of summer was no fun, so I often froze things to can or dry in the winter when I could appreciate the extra heat in my old house.
