Coturnix Quail feather loss

Hi.....can anyone tell me if this is a normal amount of feathers to lose overnight for a moulting quail? She has also not laid for a week. She shares a 10’ x 2’ cage with 1 other female, so plenty of room. I don’t think they’ve been fighting, and all the feathers are definitely from the one bird. They are 5 months old. She’s very skitty, unlike the other one, & has been ever since something frightened her (not sure what) a couple of months ago.

That appears to be 'feather pulling' to me. She is getting bullied, you should seperate the aggressor, if you have a place to put it!

Thank you yes I was thinking of dividing the cage in two & seeing what happens
 
So, an update to this....I ended up separating them, dividing the cage in 1/2 & that seemed to go ok. Got them both out every day for a flap & peck about. Coco still the spazzy one but that’s just the way she is.
BUT .... have just been away on a weeks holiday. Had a neighbour calling in daily to check food and water but that’s all. Coco’s cage covered in feathers again! (See pics) So it’s not Oey picking them out. And she seems even more scaredy than before. Can anyone advise???
