Happens - in both directions with many states under reporting. We will never know the true extent of this disease.

here in one part of my state alone, three different medical facilities reported their numbers based on different data--I know nurses in various hospitals/nursing homes.
it stands to reason the totals are flawed

That's an example of over-reporting not under-reporting. They reported more deaths attributed to covid than were directly a result of covid.
