I think it is just a general rule, which they enforce as best they can. The ASPCA or whomever tells CL they need to have a "rehoming fee". If you read through all their rules & junk, you'll eventually find the explination. Makes me crazy.

You will probably get a better "quality" of new home if you advertize a $30 fee---and then when they show up, you can just give them the dog.

Edited to Add: CL's main concern is that "Free" animals are used for bait animals in the "bad thing we dont talk about on BYC".

See now it is just the opposite here - anyone posting free animals gets left alone and anyone asking whatever the flag nazis have deemed too high that day gets flagged. We even have one flagger that posts every time he flags an ad. It is ridiculous. There has been an ongoing war between him/her and some lady "rehoming" some min-pins for 2 weeks.
