It's pretty normal... they are "smart" little things with wild instincts, and their instincts are telling them not to trust a huge moving thing which is not their mommy
On the other hand, if they have a little access to some nature (for example, a square of cut turf with dirt, some dewy grass to explore) you may be surprised at how well they do. Creves are very precocious chicks and will run around like grown up chickens scratching for food and looking for liquid to drink, only a day and a half after hatching... I'm not making this up. In my experience they're doing at a day and a half old, what Buckeyes are doing at 5 days old and what it takes Silkies about a week to achieve.
And um... watch out for the flying.
They seem to enjoy having a box or log to hop up onto and walk around... a foot high is not too much.
I like to raise mine with a chicken foster mother to help them socialize. They will dive back underneath her occasionally when they get cold or sleepy, but it's surprising how much time they spend running around in the open with no supplemental heating, apparently having a wonderful time.
If you hang out with and feed them regularly, before too long they will associate you with good things and good fellowship.
