Is that elbow assembly a drain for upper reservoir?
Not sure silicone will hold up long term, it doesn't stick to HDPE very well.
Have you ever heard of uniseals?
Those might be a very good application here, I used them for years on pond filter systems.

Not a drain pipe but a fill pipe you flip it over unscrew cap fill it up.

The top chamber has to be air tight and the pipe allows you to not constantly have to take it apart yo fill it.

The pipe is a fill tube, and the whole thing is 'upside down' when filled.

Well Well looks like my theroy holds water!!! I filled her up and dropped in some red food coloring to test for leaks. Now all I need to do is adjust pipe height as well as optimal side hole placements and let my ducks try it out. I have one 9 week old Muscovy and 5 hatchlings that I got on Wednesday.

I adjusted the pipe down to reduce spillage and let the ducks have a go, as suspected after showing each of them there was water in the holes they dove right in and turned it into a pond. Playing away right now and only s little water spilled, but how to get them out lol.
