No, they are seasonal layers. They lay spring and summer. I've got a couple odd balls that are laying right now but it's not common.

One more question, After they hatch ducklings how long do they start laying again

Mine will hatch off ducklings and I typically won't see them lay till the next spring. They will take care of the ducklings for 6-8 weeks in my experience and typically by then the season is over, unless of course you get one to brood in March or April.
