I know in my city it usually takes a few tries to get something through, can you book a time to talk? our city allows that ( they might be hiding that). Also hand out information before the meeting,they should allow this too. Email informating and get other to email the council. Get a real group going,look for green,anti animal abuse groups(show them a video of the hidden abuse factory farming does) ,get organized!Don't give up, our city it took 9 years to get a dog park, now they have two soon three!
