My mother had problems with deer in her garden... they got to the point where they just stared at her when she yelled at them, attacked her small dog, and a buck acted like it was going to charge at
her. A 30" 2 strand fence is not only keeping them out of her garden, but now they are pretty much avoiding her yard too. An electric fence with a good fence controller. The controller is the part where you really don't want to skimp, and if you are in a drought area the bi-polar works great. You don't even need a ground rod. It's a tape with hot wires along one side and ground wires along the other side. Critters touching the tape touch hot and ground at the same time and get zapped. Mom and I both chose the same controller from
TSC, the Zareba LIL50 and it pushes about 10,000 volts if I recall... I know with a tester with lights going up to 7,000 volts, all of the lights light up. If you go with electric, get the best controller that you can, set the fence up properly, and if you live around neighbors make sure that it's clearly marked that it's electric.
PamB, before you try too hard to attract them to your yard, I would see if Lyme Disease is a problem in your area. Deer do carry a lot of ticks and you don't want them dropping them all over your yard. Both of my parents ended up with Lyme Disease, my father had it twice.
