You're thermometer may be a little off.
Might be a little cool.
Give it a little more time.
I have to ask why you have only 1 egg.
I hope you can find some other chicks the same age to put in with it if it hatches.
That chick will drive you crazy when it cries for companionship 24/7
May even cry itself to death.

Does anyone know what I should do for a chick that has the yellow goop wrapped around its leg which is connected to a pink cord (umbilical cord, I think) which is connected to the shell?

Do you see any yolk sac? Be very very careful with this chick. The cord should dry up and fall off and the chick shoul be fine, I think.

Check VERY carefully to make sure it's not attached to the chick. If i's not take it off
