Day 21 and no signs of hatching

They will dry out and start walking around. You can offer dry Chick Crumbles anytime. They will find it themselves. This is in a brooder, not in the incubator. You will need a source of warmth there. (heat-lamp, or mama heating pad/cave) Try to provide 95°F heat in half of the brooder. The other half should be so chicks can walk away from the warmth, as desired. Keep feed and water in the cooler portion of brooder. Make sure that water is not deep so chicks do not drown in it. A good option is to fill a bowl with marbles, and then have about 1/2 inch of water covering them. If you use a too shallow of a dish, (no marbles needed) it is still good, but chicks tend to walk into, and water will get soiled.
Decrease the heat temperature by 5°F each week.
New hatched chicks can survive the first 3 days without food. That is how chicks from hatcheries are shipped via MAIL successfully, and alive.
