Dehydrated Food Waste (DFWP) - feed for quail

I have been offered DFWP: dried food waste from a commercial kitchen, it looks like chicken feed. The food is dried in heat, not decomposed.

I am wondering if I have stumbled on a source of free quail food?

I can see three options:
1) feed direct
2) use to grow mealworms, then feed (the whole lot, mealworms and what's left)
3) use to feed redworms, then feed

In all three cases I would use it as a scatter supplementary feed.

In Taiwan they did a study with mixing 20% DFWP with chicken feed, no adverse effect. (http://www.ajas.info/journal/view.php?number=21578)
One figure I found for the protein content was 23.4% crude fat 4.5% (http://www.fao.org/docrep/007/y5019e/y5019e0i.htm)

Any thoughts?
 
It's more than twice the amount of fat normally found in their food so I wouldn't feed it as a primary feed. It is really easy for cage birds to build up fatty tissue in the heart and liver.
