Listlessness and coughing - okay I understand
ocular and nasal discharge - runny eyes and nares, yes?
ataxia - hmmm - Mayo clinic site: Ataxia describes a lack of muscle control during voluntary movements, such as walking or picking up objects. A sign of an underlying condition, ataxia can affect movement, speech, eye movement and swallowing.

So, it might look a bit like botulism, then?

I think your translation is spot-on!

I have not seen botulism in person or even a video, so I don't know? Will look into it. However, I have seen ataxia in birds with worms, coccidia and bacterial infections. Some peafowl people have reported it in eggbound hens, but I haven't seen that.
