not sure why all roosters crow, but my little oegb crows whenever I whistle at him or if he hears someone outside and does not see them. Think it is a roos way of communicating .
With my limited experience I'm gonna tackle this one.
Most roosters will crow. Some crow a lot more than others. Some
breeds are bigger crowers. If you have multiple roosters they will
crow according to their pecking order.
Why do they crow? I would say it's a territorial thing and a way to keep
the flock together and in line.

Don't know where you live, but isn't it cold enough that you have plastic covering the windows?
