Do some hens never lay ??

when i first started with chickens, i had what i assume to be a hen(couldnt tell you the breed??) but she appeared to be a runt, she never really had a comb or wattles but was fully feathered out and was 1 1/2 years when i culled her......NEVER layed an egg....only weighed 2-3 Ibs
