Do they go out in all kinds of weather?

yes, almost always, i have little oeg's and there legs make it through about 4 inches of snow, but they love sitting and looking out the door, and coming out occasionaly to brave the weather. Short answer from everybody: open it, they need the fresh air and they're tough little things, they can (usually) figure out whats good for themselves, so pretty much open it unless you are having very extreme weather ex. wikid bad wind storms, hurricanes, wildfires etc.

I let mine make the call - unless it's pouring rain, then even I don't go outside except to feed & water the flock. Snow is hilirarious, seeing chickens wanting to be carried around that cold stuff.
