The reason is that raw milk contains lactase, the enzyme that breaks down lactose. But that enzyme is destroyed by pasteurization. My MIL drank Lactaid for years; now they have switched to raw and she has no problems. I told her she's not lactose-intolerant, but lactase-deficient. Another convert!
