That look is typical of leakage in pure Ayam Cemanis. It could have other blood in it, but it wouldn't be improbable for it to be pure albeit poor quality.

Culls like that are usually free around here.
Decent ACs are down to $100 for older juveniles in this area.
Of course there's still breeders thinking they can ask GFF prices.

I've seen really nice looking Cemanis with no feather leakage, white toe nails maybe/ mulberry comb, cockerels for free on Craigslist.

Am important distinction. If you buy a flock and hatch eggs, you're breeding your chickens. A breeder is breeding them with goals and purpose. If you visit a breeder's farm, you'll see pens with a few birds in each and they'll have numbered leg bands or wing tags on. The breeder knows exactly what they are working on and will talk about it if asked (sometimes you don't even have to ask!). If you visit a farm and just see a bunch of different chickens running together, this is a backyard keeper, not a breeder.

TBH, I'd wonder if this is a scammer who got a free rooster and is now trying to get $ for him.

BTW, I saw an ad on my local CL where someone was trying to get $500 for a kitten. They claimed that it was a Russian Blue and had cut and pasted information they'd found online. Interestingly, they only had the one kitten and none of the family tree photos or documentation you'd expect from a breeder. It was just a gray kitten they probably got in a parking lot for free. Buyer beware, right?
