Disagree. I think here even our County fair is judged by an APA cert. Judge. To the OP. Just look for shows that have a judge that is APA cetr.
A number of the county fairs in Arizona are sanctioned. IMO, ALL county and state fairs should be sanctioned shows with licensed judges. It is sad that too many don't spend the $25 to sanction the show.
