Shawn that permit should be good for all of them in that shipment, not a per bird fee. As long as the import is approved, and the seller does all that other mess I mentioned, you'll be in good shape. Finding a breeder and a breeder from an approved country who has all the needed papers on his end and is willing to take on the hassle just to export a few pairs will be your hardest part. The broker is a new one on me, but then I have never personally done it, just talked to others who has. I always assumes the USDA was made aware of the transaction and had their people, or people from the certified quarantine facility pick them up. In fact pretty sure someone not associated with one of those two groups could be allowed to touch them. The facility doing the quarantine should be able to provide you with that info with ease, most likely one of their employees will be doing it, though I assure you there will be a fee associated with it.
The other person I know who did it, ran up to $5000 before it was all said and done, but it was a bigger order too, and eggs were involved as well...they had to be hatched there and then raised for 30 days.
