You have basically 10 square feet for 15 half grown birds. That right there is the source of your problems. They need at least twice that much space as a bare minimum, at you'll likely still have behaviors at that. You need to move the birds to a coop or grow out pen soonest. You're going to start having chicks pecking and bloodying each other if it hasn't happened already.
