Does he have a neurological issue? Please help!

My 14-week old Dominique, Pepper, has been acting weird. He....have you ever tried to put something around the neck of a bird, and they back up, bumping into things and shaking their heads? He is doing that. I’ve checked his neck a bunch, there’s nothing on it. It’s either internal or neurological. Help! I can’t upload a vid....
He does it every few minutes, but he is fine other than that. I’m just worried....
