Does my MIL fall under this category?

It will be a good thing that your Husband will need to deal with this on his own. I'll assume he understands how important the chickens are to you. Now he will have to deal with his mother, laying down the rules, etc. To protect what's yours.

I hope all goes well.(I truly do) But if not, it will be a learning lesson, and you will have a solid Reason to refuse her EVERY other time she wants to bring her pet.

Do demand retribution if a Chicken is hurt! Make it clear to Both DH & MIL.

Could you run a few lines of hot wire or electric poultry netting so the first time he runs up to check things out he gets zapped on the nose? Just in case all the rules go out the window while your not there to supervise.

Frankly, it sounds like you are not ready to confront the real problem here. I truly hope your chickens will be able to handle the confinement without a negative outcome. I doubt mine would.
