Does she look like wet feather?

Scratch is generally oats and corn, yes? It does provide extra calories during cold weather, but it reduces nutritional value a bit. Perhaps add in poultry vitamins with probiotics once a week if mixing in scratch feed.
Do you mean stuff like this?

Martha, one of our silver Appleyard ducks, is about 7+ months old, and she was in a similar situation. Just starting laying and was going through a juvenile molt. Her feathers looked rough for a while, but all is back to normal now. Here's how she looked:

We are in Maine, and it's just started to get cold (20s last couple of nights), so the only water to which they have access right now is a heated bucket that is partially covered so they can't get in it. Their run has a roof, so they are out of the rain too, so we have not dealt with the wet issue with her.

In terms of food, we feed Mazuri Waterfowl Maintenance feed free choice to our flock of five girls and two boys. They forage outside their run several hours a day, but with the cold, the pickings are slimmer. We give them greens when they go back in to their run in the morning (usually kale & lettuce). With the cold, they get some cracked corn at night, along with cooked potatoes, which we're trying to get them to like. They have oyster shells and egg shells in a separate bowl. Martha LOVES the egg shells. They get meal worm treats twice a day when they go in.

Thank you very much!!! Martha is beautiful!!! I just bought potatoes yesterday and plan on boiling them some. Not sure our local feed store has waterfowl feed.....I'll look into though. I am glad to see that this is something of the norm, juvenile molt!
