Does this chick need to be euthanised?

Not slippery floor - had paper towel down, but it took quite a while to even get out of the egg once it was completely open. The earlier chick (hatched previous day) started pecking it repeatedly and it just struggled, so removed the older chick to the brooder to give it some peace and it never really stood up properly, although the first day it did just seem to have one leg that sort of wanted to wave around near it's ears but that was enough to stop it standing properly, so it just sort of flopped around in the incubator.
