They don't breed dogs so no. Whenever people are getting out of breeding for whatever reason or have to downsize for whatever reason they can choose to sell them through this auction service in order to get it done quickly instead of letting the dogs just sit there eating up all the breeders money and takingup valuable space.

So they (the people giving to the auction) don’t care about the dogs or where they go

But the people breeding the dogs are puppy mills. Not the auction people

You can't really say that without visiting each facility but I hear what you are saying. Just because someone breeds in numbers doesn't mean that they are a puppy mill. I've been to some of these facilities and they are like giant expensive doggy daycares and others are basic concrete floors and metal walls with wire and just a few unfortunate dogs. Imagine someone selling a sled dog team because of a tragedy etc. On paper you see a bunch of dogs being selfishly sold but in reality it was his pack and he just wants them to be cared for and that could be the last option.

I think in my state you have to be registered with the dept of agriculture. For whatever that's worth.
Nothing is 100%
I didn't say it was a reputable practice. I was saying I can get 2 breeder dogs for less than 50 with papers or better yet just buy a pregnant dog with papers as well as sire info at the auction and sell those pups for 1000 each. Just because someone says they have testing doesn't mean much.
I'm not talking regular auctions with everything. I'm talking only dogs from breeders, every month or so

But some of them have like 10-20+ breeds. No way they can properly take care of that many dogs

Not at all what I said. If that's what you got from that you need to reread. I said just because you get a dog with health certificates etc that doesn't mean the "breeder" did any actual extra work. That puppy's parents could have been bought weeks before and you wouldn't know any better and they could still charge you 1000 dollars a pup under the false pretense that it's so much hard work and they spent so much on testing etc.

If the dog is coming from a breeder, that is puppy mill styled then he just cant sell them. Ive seen puppy mills that look nice but are bad to.
