I apologise if I seem slightly rude, but this is not a matter of personal perspective. A dog that is 12 inches is NOT a medium sized dog. A dog that is half an inch (at most) taller than a dog in the toy group, is NOT a medium sized dog

Some border collies weigh less than 30 lbs but they’re considered medium dogs not small

Considering some breeds are only like 8 inches tall and 4 lbs and corgis can be like 30 or 40 lbs… yeah, that’s medium to me. 4 lbs vs 40 lbs is a HUGE difference. That’s all I’m saying. Are Labs medium to you then?

They’re long. And weigh a decent amount. Medium.

Then I think you need to decide how you're actually going to separate them. My dogs are small dogs but still probably 4-5 times bigger than a chi, by weight and height. They're not medium.

I’m going by weight though not height. For the most part.

Yours are small too. So are rat terriers which I included in my original list. But 40 lbs is NOT small
