I don't think weight is a very accurate way to do it. The variety in build can't do it.
I'm gonna say kelpie cause that's what I've got in my head currently. To me they're without a doubt a medium dog, but a healthy active working one may not weight very much at all. Potentially less then say a corgi.
I'm going to class it by height, with weight pulling some influence where necessary.

See for me it’s not exclusively weight but mostly weight. Height does play a role too but corgis to me because of the weight and their body length and fluff are medium to me. As are BCs and Kelpies.
