See, no you're not being a jerk, you're just thinking about it. Which we all do sometimes! And it's understandable when people do things that cause us to feel resentment and then frustration and anger toward them. But if you have a good plan in mind ahead of time you can avoid all that. Just know in advance that a) people are going to do things you'd rather they didn't and b) how you are going to deal with it. Empower yourself!

But it's not ok to service dog vest a dog that's not a service dog or at least in training to be. A normal vest with "do not pet" or "working dog" or something similar is fine
Semantics aside: All dogs that the owner doesnt want the public interacting with is, by purpose, a service dog - it is serving the owner and in some cases the owner is serving an aging, anxious or fearful dog, I would politley argue.

Maybe it’s different in Australia! In the US a service dog is defined specifically by law. A dog that I have that I don’t want to be petted I would put a “do not pet” vest on, not “service dog” though now you got me curious!! What is a service dog in Australia? Are there laws regarding them?
 
At least in Australia, as far as I can find, there is no legalalities around any dog wearing a service vest.

Why does your service dog need a vest?

Known simply as "man's best friend," dogs are famous for being one of the most loving and loyal pets that a person can own. Because of their intelligence and caring nature, dogs have been used as "service dogs" to assist individuals who cannot live alone.

There are many different types of service dogs, including:

  • Psychiatric service dogs
  • Therapy dogs
  • And even emotional support dogs
With so many different types of service dogs, it is important that the individuals who use these dogs also alert the public that these dogs are special. This is why it is crucial that any type of service dog wears a working dog vest or support dog vest while it is assisting its owner. So many times, when people see dogs, they automatically want to pet them. However, because service dogs are always watching out for their owners, their focus cannot be interrupted.

Service Dogs​

Service dogs are specially trained dogs that can help disabled individuals complete tasks. Most service dogs are trained and even bred by certified service dog organizations. American Pit Bull Terriers, German Shepherds, Labrador Retrievers, and Golden Retrievers are popular breeds of dogs used to assist disabled individuals. These dogs are trained to switch on lights, turn on water, and assist their owner in any way.

Therapy Dogs​

Therapy dogs are not a typical sort of service dog, because they only go through basic obedience training. These dogs are specifically trained to provide people in nursing homes, disaster areas, hospices, retirement homes, hospitals, and schools with comfort and affection. Therapy dogs come in all different breeds and sizes.

Emotional Support Dogs​

Emotional support dogs differ from other service dogs, because they are not specifically trained to perform tasks that are directly related to an individual's disability. Owners most often keep emotional support dogs to help them in the case that the owner becomes anxious, or overly emotional.

Service Dog Etiquette​

The number one job of a service dog is assisting an individual who has a disability. When their owner is in a public setting, many people are tempted to pet and play with it. However, when a service dog is wearing its support vest, it is necessary for it to remain focused on its job. But when the gear is removed, they are often more relaxed and friendly.

You can definitely buy one easily. And service dogs are loosely regulated. I see many people in have “service dogs” that obviously are not. It came be something as blatant as trying to attack other dogs walking by or as minimal as sniffing food as they walk by. It is very obvious to spot but unfortunately it is harder to do anything about it due to privacy rights of the handlers. I appreciate the privacy laws but am just annoyed how everything is abused.

Sorry, no. Actual Service Dogs are professionally trained by authorized, recognized Service Dog organizations and their training runs in the tens of thousands of dollars. They have legal status. Claiming a dog is a "service dog" when it is not may be illegal depending on the state. I found this:

CALIFORNIA. Penal Code 365.7 introduced back in 1995. Those pretending to be an owner of a service dog is a criminal misdemeanor punishable by a fine of up to $1,000 and/or up to six months' imprisonment. COLORADO.Jun 5, 2018.

So check your local laws.

Interesting, is that the actual law regarding service dogs? If so much more strict than in the US
