By "they" I assume you mean service dogs? They do not HAVE to be but generally they are, correct? So they don't get challenged with, "hey we don't allow pet dogs in here."

Nuffin. All of it. I mean if I ran a business and someone walked in with a big old dog, say, no vest, no leash, what am I to think? Is the guy just a jerk walking a big old jerk dog into my establishment to intimidate me and my customers and start something? Or is this a legit service dog not wearing a vest. Now I have to try to graciously confront this guy and find out, and maybe get my throat ripped out for my efforts. Did I tell my husband I loved him this morning? Am I wearing clean underwear?

I personally think all service dogs should be vested, for the reasons you stated. Unless it interferes with the work.
