animal control was useless. I have the full story if you want, including how they got killed

I'm sure it depends on the community where one lives. I've been round and round getting animal control to respond. They finally did. I once informed the agent on the phone that Missouri law allows killing any dog that 'worries' livestock. She was shocked so I asked to speak with her boss. He told her that was the case. They were more proactive after that.
I don't want to kill a dog, but people need to keep them on their own property or their dog will either be sent to canine jail or to a grave.

Well not so sure. The cat hates her. Hisses and fluffs up to twice his size. And then the doggo goes crazy and barks her head off
