Dominique gender?

Hi, I got four chicks a few weeks ago, and one of them (a dominique) began growing wattles while none of the others were. He was the youngest of the lot too, so I'm wondering now if he may be a cockerel. Thanks!

I got him on 2/16/19, so between 3 and 3 1/2 weeks I should think.

The red wattles and comb are one clue he's a he, but the barring in his coloring (much more white than a pullet/hen) is the other.
