This is my sisters bird, is it a Dom or a barred rock?

It looks like she has a single comb, so that would make her a barred rock.

Also, she is very black and white (instead of almost black on almost white), which equals barred rock.

Lol, I'm just wondering if she has weak barring, or if it won't matter because she's going to get new feathers anyway, lol she's my first Dom

Yeah, it's too early to tell. You can't really make too many judgements about color until they molt into their adult feathers.

So do all doms have a rose comb? I just got a few pullets and its looking like they have a single comb.... Is it just a flaw ? Just curious, new to the breed

If a Dominique is to meet the breed standard, it must have a rose comb. It is possible for a straight comb to pop up now and then in any Dominique breeding program, but it is rare. Far more common an event is someone passing a Barred Rock off as a Dominique (knowingly or unknowningly).

Honestly, I can't tell from the photo. The head is too blurry to tell what the comb is. A better photo would help. If you have 4 all with straight combs, they are not Dominiques.
