If you HAVE to have one, and for work so you have no control over the number of people calling, then yeah I'd go with the flat rate ala Metro PCS or some such.
Mom recently pared down to a by the minute plan rather than her old $50+/month one and she's happy with it... but everyone knows to only call that in an emergency so she can do that.
I think if equipment is needed for the job then the job should provide it, and the employee should return it if they leave. Just like the OFFICE phone, you don't make the secretary bring her own. That way if something goes wrong with the phone/equipment you don't have to wait for the employee to be able to afford to replace it... tight budgets that could be weeks. Also, you provide the phone then you can absolutely ban personal calls on company time, so you get more for your money. If they're using their personal phone then you can't gripe when family calls them during business hours... or if you do you've got the whole privacy fight on your hands. MUCH easier and more dependable to supply one... IMO... many don't agree but then a lot are already paying out the nose for unlimited minutes so why not?
