drake territorial over pool

i have two drakes and only two drakes, and one has become very aggressive over the SHARED pool. he wont let his brother OR me into it,which i think might be part of why fionn's feathers got so bad.
they still have the creek, but it's kind of hard to get down to it and id rather them not have to cross a road whenever they want to bathe.
is there anyway to curb his aggression?

I have a little Call Hen Penelope....She acts the same....She clears the pools and baths alone....I have two out and if she hears the other Ducks having fun she marches over and chases them all out...She makes many trips between two pools...lol
