I've looked over everything at the local thrift stores. At the moment, everything is always either too short, too 90's, or too bridal gown from hell. When I say conservative, I mean 1) not low cut, 2) below the knee, and 3) not so tight that I might as well not be wearing anything at all. Modcloth was nice... but a lot of it was short, and too expensive (did I mention I only have about $20 to spend here?)

Try Modcloth.com they have some pretty reasonably priced dresses. They specialize in "retro" stuff so a lot of it is more modest.
