Any ideas on how to keep the water from getting everywhere I've tried puppy pads but they only last a few hours?

@chickens really has the right idea. If you make a container like that and set it within a tray it will minimize the mess even more. Your brooder will still get wet and likely need a daily clean out, but this will help!
