This is my first time doing ducks, they are about five weeks old at this point and we keep them in our room because it's the easiest way to do water time with them while they're brooding. I have one who was born with a twisted wonky leg and he seems to be growing at a slower rate than the others but he gets around in his own wonky way.

I've read around that people start putting their ducks outside around four to five weeks depending on the weather. It's been nice and sunny where I live and I was hoping to move them outside. However, my one concern is if I'm able to do water time with them with hose water instead of warm bath water... Will they be okay in cool water? Especially my little wonky guy?

They will be fine in cold water just make sure they dry out and they will need a little heat for that.
I know that the kind of groom themselves to help dry off, my wonky one tries but has a hard time doing so. Will he also be okay? I'll keep a heat lamp out there for them.

they should be fine as long as the weather isn’t cold, just bring them in if they start to shiver or act cold

Yeah you can pat him down with a towel them put him under the lamp. Water will be good for him.
Is there anything you would recommend I can do for his leg? I've tried the splayed leg trick and made my own splint but I can't keep it from twisting.

Since he has had it since birth i don't think you will fix it. Probably best to focus your efforts on how to accommodate his needs. Like special feeders or ramps to the pool ect. Maybe look into duck wheelchairs if you want.
