I like this idea. This person is a know nothing who needs to google a few things.
It's important that they (the ducks, no the nosy neighbor ) can dunk their entire head in water, that's all.
I keep my ducks in similar manner to you, expect we do have a kiddie pool. Water in my town is pricey, so we capture rain in barrels and use that.
A cement mixing tub, a black plastic thing, is cheap and great as a bathtub for the ducks. I have several. I try to get mine to bathe at least a few times a week.
