Okay, I found some very interesting ideas from you guys. My problem is, Columbus,Ohio Health Department requires that the coop and the run have a flooring covered with concrete, pavers, rubber horse stall mats. In the coop I have horse stall mats and deep straw bedding system and it works excellently. In the run with horse stall mats and straw is good on the area covered with roof. The area of the run with no roofing and has horse stall mats and straw is horrible, I have to change it every day it's rained or at least every week for moisture from the water holder. Now what do I do?
 
Do people come and check chicken coops for flooring?
Yes, for permit application they view the coop and the run multiple times. Then they come visit every year and or if someone complains. Renew application every 4 years.
