Duck with eye problem 3rd membrane swallen irritated itchy ?

Update, he still the same, the membrane part on his eyes looks like they got damage do to scratching but he can see, the itching stopped which is good, we put the drops that the Vet said to use 2 time a day for 7 days it is called Tobramycin solution 0.3 from what i read about this is for ph balance but nothing changed , we went again yesterday to get a second opinion she prescribed something different it is called Ophatalmic solution 0.3%, we just started today 1 drop on each eye, poor little guy I dont want him blind and unable to walk, but I have to try either way, changing of subjet i have built the Ducky wheelchair he seems to be ok with it, but i have to semi push him, he did ok by himself the other day. ☹ I will keep you updated in another week, hopefully we will find a solution for his eye problem

I have a duck that is about 1month old now, I have tried warm baths 3 times a day, he rinses his face which is good, after he is dry i put on terramycin oitment on both of his eyes but it seems like is not working, I've been doing this for over a week now with no good results, first picture is the left side which is more irritated second picture is the right side. But yet his eyes are not watery, He drinks and eats just fine, he keeps his eyes closed most of the day and does not move as much since he is recuperating from a hurt leg, his other siblings seem to have the same eye problem but not as bad they are still active
